Overview

The Amendment Deed to the Action Program of 1999, signed on October 8th 2005, defines the boundaries of the interest area of abt. 1.525.000 sq. m., former steelworks location that  ILVA Steelworks partly used under licence, partly owned.

Area Owners
Areas owned by Società Per Cornigliano
Società Per Cornigliano S.p.A. acquired  the area of 1.316.000 sq. m., of which:
- 1.231.000 sq. m., former State property, released in 2004 through a first provisional transfer to the State Property, a second transfer to the Region Liguria, and finally granted  to Società Per Cornigliano as capital account;
- 85.000 sq. m.,  acquired by ILVA.


State Property areas
Abt. 154.000 sq. m.  are still State Property, i.e.:
- 76.000 sq. m.,  maritime areas (quays areas, renewed licence to ILVA);
- 78.000 sq. m.,  airport area (location of Genoa Airport).


Areas owned by ILVA
ILVA  owns an area of  44.000 sq. m..


Allocation of  Società Per Cornigliano areas

 1.316.000 sq. m. owned by Società Per Cornigliano will be allocated as follows:
- an area of  1.050.000 sq. m., has been granted to ILVA as leasehold  for 60 years, whereas  ILVA is committed to invest abt. 770 million in order to revamp the  cold rolling plant according to the Industrial Plan without impacting on labor. Hot rolling has been already disused obtaining an immediate air quality enhancement.
- the plants on the  remaining   266.000 sq.m.  will be  demolished and dismantled; the whole area will be rehabilitated.


Further steps:
- 144.000  sq.m.  will be granted to the Port Authority  for logistic and port activities (so-called “Logistic Port Area”);
-  60.000 sq.m. will be used for the construction of an arterial  road ;
-  62.000 sq.m.  will be used as urban areas.

Another goal is to devote other areas, not owned by Società Per Cornigliano, to urban requalification, namely Villa Bombrini, the present Municipal Transport Company AMT garage and  Via Cornigliano.


Land Rehabilitation
The interventions for land rehabilitation will be particularly significant. As a first step,  Società per Cornigliano will carry out the necessary preparatory works before starting demolitions, such as  restructuring of Basso Bridge,  providing the construction site  infrastructure and assuring compliance of all the ILVA plants with the active safety  requirements. As a first step, Società per Cornigliano will dismantle and demolish all the plants existing on the reclaimed areas, among which the blast furnace, the coke plant, the gasholders and a part of the steelworks  premises.
Many plants require rehabilitation before dismantelling.


Once the demolition of structures and plants is completed, Società per Cornigliano has to achieve subsoil rehabilitation through interventions aimed at assuring compliance of the former steelworks areas with  the regulations stated in the Ministry Decree No. 471/99.
According to the current information on the subsoil contamination, proper rehabilitation is required for areas where the coke-oven rich gas treatment plants, called by-products, were placed. Possibile contaminants found in the remaining areas will be removed and  disposed of.

All interventions will be carried out through public contracts by Sviluppo Genova S.p.A., the contracting authority which received a mandate  by Società Per Cornigliano  for the procurement of  all the technical  and engineering works. For open tenders  click here
